Williams (also known as Spencer Williams Jr.) was born on Magnolia Street in Vidalia, Louisiana, where his family lived. He attended Wards Academy in Natchez, Mississippi, as a child. When he was a teenager, he moved to New York City and got a job as a call boy for the theatrical impresario Oscar Hammerstein. During this time, he was mentored as a comedian by African American vaudeville star Bert Williams.

Williams completed his education at the University of Minnesota while serving in the American Army and achieving the rank of sergeant major.
